Hawaii Energy Efficiency Obligation

In 2007, the government of Hawaii introduced an energy efficiency obligation for all sectors using electricity. Obligated parties include electricity utilities. The obligation seeks to achieve a cumulative electricity savings target of 4 300 GWh by 2030 (equal to approximately 30% of forecast electricity sales, or 1.4% annual savings). Eligible energy efficiency measures include heat pump water heating, ice storage, ratepayer-funded energy efficiency programmes, and use of rejected heat from co-generation and combined heatand power systems. Calculation of savings is based on deemed savings. The evaluation of ratepayer-funded energy efficiency programmes in Hawaii relies on legislative mandates (HRS § 269-124(7)). Evaluations are administered by Hawaii Public Utilities Commission. Hawaii has established formal rules and procedures for evaluation. Statewide evaluations are conducted.
