Regulations on Procedures for the Application of Environmental Pollution Payments

Last updated: 10 February 2025

Under the Law on Atmospheric Air Protection, entities that release harmful substances into the atmosphere are required to pay a fee for such release (Article 21). Pursuant to the Regulations on Procedures for the Application of Environmental Pollution Payments (as amended in 2022), methane is one of the substances for which a fee must be paid. The current fee rate for the release of methane into the atmosphere is 1,65 AZN per ton of methane (or approximately 0,59 USD per ton of methane). However, if an operator emits substances in excess of the limit fixed in its permit as issued by the the Ministry of Ecology and Natural Resources, the fee must be multiplied by 5.
