Law on Environmental Protection

Last updated: 10 February 2025

Under the Law on Environmental Protection, the Government of Azerbaijan has authority to grant subsidies for environmental protection (Article 25). The Law also directs the Azerbaijan Government to create a State Fund for Environmental Protection, to be financed from environmental fines and environmental fees, among other funding sources (Article 27). The State Fund can be used for various activities, including the development of green technologies (Article 28). It is unclear whether this Fund has previously been used to finance methane abatement activities.

In addition, the Azerbaijan Government is required to create and maintain a National Environmental Monitoring System (Article 17). The National Environmental Monitoring System must include information on the state of the environment, including anthropogenic impacts on the environment. Moreover, entities that use natural resources are also required to monitor the impact of their activities on the environment (Article 18). The monitoring reports must be submitted to the Ministry of Ecology and Natural Resources (Article 18).
