The EU Directive on the Energy Performance of Buildings Directive (EPBD) (2002/91/EC, recast 2010/31/EU) principal objectives are to promote the improvement of the energy performance of buildings within the EU through cost effective measures. Measures include: Methodology for calculating the energy performance of buildings; Application of performance standards on new and existing buildings; Certification schemes for all buildings; Regular inspection and assessment of boilers/heating and cooling installations and ventilation. The react directive also requires all new buildings to be nearly-zero energy buildings after 2010, although after 2018 all premises used by the public sector should be nearly-zero energy buildings. Certifications can be conducted and issued only by accredited and qualified inspectors.
